An evaluation of the Whangarei one-way door policy

This research project evaluated the one-way door policy implemented in Whangarei Central Business District (CBD) on 7 April 2015, using a mixed-methods approach, that incorporated both quantitative (analysis of observed antisocial behaviour incidents and Police calls-for-service data) and qualitative (key informant interviews) components.

There was suggestive evidence, predominantly from the qualitative evaluation, that the overall impacts of the one-way door policy have been positive. However, the one-way door policy was introduced at the same time as Citysafe patrols and the closure of premises that could have had an impact on safety and alcohol related harm in the  CBD. Therefore, the quantitative evaluation (and aspects of the qualitative evaluation) should be interpreted as being an evaluation of the package of policy interventions implemented in April 2015.
